Phnom Penh—On 31 May 2018, Ministry of Labour and Vocational Training organized the consultative workshop on Draft Law on Social Security Schemes to be held in Tonle Bassac II restaurant.
This workshop was presided over by H.E. Dr. Ith Samheng, Minister of Labour and Vocational Training, and participated by the ministry leaders, members of the NSSF Governing Body, representatives of ministries, institutions, and organizations, and other relevant development partners amounted to approximately 200 participants.
This workshop aims to discuss and collect comprehensive inputs with the aim of completing the loopholes of the draft law on Social Security Schemes in line with the potential and progressive socio-economic development situation under the wisdom of leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.
H.E. Dr. Ith Samheng, Minister of Labour and Vocational Training, said that in compliance with the supreme recommendation of Samdech Hun Sen and National Social Protection Policy Framework 2016-2025, Ministry of Labour and Vocational Training designed this draft law with a view to launching the social security schemes: pension, health care, occupational risk and unemployment schemes. Visibly, unemployment scheme is a new benefit that has never been in the history of the Kingdom of Cambodia.
He added that this draft law is really an inevitable, significant legal instrument for implementing the National Social Protection Policy Framework 2016-2025 and also urged the NSSF leaders to better implement the draft law on Social Security Schemes, Royal Kret, sub-decree, and relevant legal instruments in a bid to comply with this new law with the most effectiveness and transparency.
Meanwhile, H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, also certified the detail purposes of the essence of this draft law in order to determine formalities, mechanisms, and management system of social security schemes of the Kingdom of Cambodia with accountability and continuity. This law covers persons in public sector, persons defined by the provisions of the labour law, personnel serving in the air and maritime transportation, domestics or household servants, and self-employed.
