Phnom Penh—On 05 November 2019, H.E. General Heom Yan, Deputy Commissioner of National Police and Vice President of the 2nd Standing Sub-Committee, mentioned that 38% of 488 casualties are workers died due to the traffic accident in trimester 3 in 2019 in the consultation workshop on Encouragement for Improving Safety of Worker-Transporting Vehicle to be held at Dara Airport Hotel & Spa, Phnom Penh.
H.E. Ouk Samvithyea, Delegate of Royal Government in charge as Director of National Social Security Fund (NSSF) and Head of Road Traffic Safety Team for Worker Prevention (RTSTWP), said that Taking account of the commuting safety of worker is an important factor for stakeholders to pay the highest attention in that road traffic accident is the hidden murder leading to death, injury, and disability every day. Ministry, institution, or any organization cannot address, reduce, and eliminate this serious challenge alone, but we can collaborate to prevent and reduce the traffic accident at the lowest level.
His Excellency added that to address this matter, so far, Ministry of Labour and Vocational Training created the Road Traffic Safety Team for Worker Prevention (RTSTWP) of NSSF with the compositions from different institutions such as Ministry of Labour and Vocational Training, Ministry of Health, Ministry of Public Works and Transportation, Phnom Penh Capital Hall, Cambodia Red Cross, Union of Youth Federation of Cambodia, Garment Manufacturers Association in Cambodia (GMAC), Trade Union, Cambodian Disabled People’s Organization, and AIP Foundation Cambodia that play an important role in promoting the road traffic safety for workers.
His Excellency expected that after this workshop will have ended, we will receive the fruitful result for contributing to the action plans, Road Traffic Safety for Workers, with high effectiveness. Moreover, NSSF and General Commissariat of National Police shall improve collaboration to disseminate the Road Traffic Law and Road Traffic Safety in all forms in a bid to reduce road traffic accident inflicting on the workers in the lowest level.
In addition, in order to promote safety, comfort, and public orders for workers traveling by worker-transporting vehicles and address this challenge, the vehicle should be improved in line with the technical standards as set forth in law.
It’s certified that this consultation workshop above are held on Tuesday morning of 05 November 2019, presided over by H.E. Ouk Samvithyea, Delegate of Royal Government in charge as Director of the National Social Security Fund (NSSF) and participated by H.E. Heom Yan, Deputy Commissioner of National Police and Vice President of the 2nd standing sub-committee, and representatives of the ministry, institution, Department of Public works and Transporting, Commissariat Police, Garment Manufacturers Association in Cambodia (GMAC), Trade Union, Special Economic Zone, Factories and relevant Social Civil Organization approximately amounted to estimated 350 participants at Dara Airport Hotel & Spa, Phnom Penh.
