Kampong Thom — On 27 April 2018, the National Social Security Fund of Ministry of Labour and Vocational Training collaborated with Kampong Thom Provincial Hall to convene the dissemination meeting on the Policy Implementation of Social Security Schemes to employers or owners of enterprises/establishments presided over by H.E. Sok Hai, Deputy Provincial Governor and representative of H.E. Provincial Governor of Kampong Thom Board of Governors, H.E. Meng Hong, Deputy Director of NSSF and representative of H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, Mr. Ly Sokha, Deputy Director of the NSSF Branch in Kampong Thom province, Director/Deputy Director of Provincial Departments under Kampong Thom administration, District Governor/Deputy Governor, Director/Deputy Director of hospital and health centres, employers or representatives of victims suffering from work injury, health facility signed the agreement with NSSF, ACLEDA Bank, CANADIA Bank, and Wing Cambodia Limited Specialized Bank which are located in Kampong Thom province.
H.E. Meng Hong, Deputy Director of the National Social Security Fund, said that the meeting aims to disseminate the policy implementation of social security schemes and progress of NSSF, challenges, especially the strengthening of service provision for occupational risk benefits to the workers (service provision of the NSSF branch officials, contracted health facilities, and ACLEDA Bank). Work injury refers to workplace and commuting accidents inflicting on the workers. In the present, NSSF possesses branches in 25 capital/provinces and has registered 11,514 enterprises/establishments with 1,448,605 workers as well as signed the agreement with 1,300 health facilities. The NSSF members are entitled to receive benefits such as emergency, medical care services, daily allowance, pension, allowance, funeral grant, survivors’ benefits, and rehabilitation services. The today meeting also disseminates Sub-Decree No. 140 SD/E, dated 26 August 2017, concerning Revision of Article 7 of Sub-Decree No. 01 SD/E, 01 January 2017, concerning Establishment of Social Security Schemes on Health Care for Persons Defined by the Provisions of the Labour Law. Health Care Scheme refers to provision of health care benefits to the NSSF member including health prevention service, medical care services, daily allowance for the abstention from work due to sickness or non-work injury, and maternity leave. Until now, there are 5,670 enterprises/ establishments with 1,318,418 workers (968,352 females) have registered in NSSF.
Shortly, the today meeting focused on the strengthening of service provision and progress of NSSF and discussion of all sides (enterprises/establishments, NSSF branches, contracted health facilities, ACLEDA bank, and victims suffered from work injury) in a bid to monitor the implementation of social security scheme on Occupational Risk that is a catalyst to upgrade the implementation of occupational risk with high effectiveness and continuity. Kampong Thom is the fourth province in which NSSF disseminated the policy implementation of social security scheme. In 2018, NSSF will convene this dissemination meeting in 25 capital/provinces. This meeting is very important for employers with a view to addressing any challenges and facilitating workers to access medical care services punctually. It also shows that NSSF pays high attention to service provision, particularly dissemination on the so-far achievements of NSSF, preventive measures on work injury, health problem, work safety, hygiene, safety of worker’s commute, strengthening of service provision involved with the implementation of occupational risk scheme (service provision of the NSSF officials, contracted health facilities, ACLEDA bank, CANADIA bank, and Wing Cambodia Limited Specialized bank).
